  improve TeX Live setup for the CIs

Now TeX Live installation procedures dedicated for Texdoc are implemented as
rake tasks: setup_travis and setup_appveyor. This improvement includes:

1. installing TeX Live with documentation
2. all test cases are activated (thanks to the 1st change)
3. caching gems and TeX Live as much as possible to make the build faster
