[tex4ht] Perplexing problem with internal refs when generating ebooks

Chet and all,

    the testing version, which can then be updated to the regular version:
    https://www.tug.org/texlive/pretest.html.

I've been trying to continue to include all TL updates in the TL24 (last
year's) release. So if you already have TL24, it should suffice to
update packages (tlmgr update --all for everything).

Because of numerous changes in LaTeX, it's unlikely that current tex4ht
will interoperate perfectly with older LaTeX. Pretty much have to get
the latest everything.
