[tex4ht] converting all displaymath to images with make4ht

That's OK. Only display math is converted to pictures by default. You 
need to use pic-m and other pic- options for other math environments. 

You can put these options to the .cfg file:

\Preamble{xhtml,pic-m}

if you don't want to specify them every time.
