[tex4ht] [bug #425] Conflicts between babel and new-accents

Follow-up Comment #1, bug #425 (project tex4ht):

You are right, there should be \:CheckOption{new-accents}\if:Option\else
before \Configure{accent}. I've fixed this in the sources. The updated
unicode.4ht file is attached.
