I've found that when I commented out all math-operator environments
containing "`" character in pgfmanual-en-math-parsing.tex, like:

\begin{math-operator}{{\char`\&}{\char`\&}}{infix}{and}

then the compilation runs. So it is necessary to fix this environment
definition in order to get the manual.
