It is significant issue. I introduced a Lua filter for make4ht in my
answer on TeX.sx. I don't think that I would be able to identify the
issue in tex4ht-c.tex, this file is too cryptic to me and I don't
really know C.

New version of make4ht will support extensions for various tasks. I
think that I will create one for fixing some common issues which are
hard to fix on the TeX side, including this one. Maybe it will be
selected by default for the HTML output, so regular users will not
have to worry about it.
