[tex4ht] [bug #352] LuaLaTeX and XeLaTeX broken again

Follow-up Comment #1, bug #352 (project tex4ht):

I've committed quick fix to the repo. It tests for presence of TU font
encoding in latex.4ht and sets the font encoding to OT1 when it's used. 

There is still an issue with Fontspec, support for \newfontfamily is broken.
