[tex4ht] [bug #330] tex4ht fails to compile footnote when there is blank line with scrartcl class

Follow-up Comment #3, bug #330 (project tex4ht):

Karl, yes, it seems to be a missing \long, respective the fact that \long
commands redefined with \pend:def and similar commands don't remain \long,
ordinary \def is used to define temporary macro. I am not sure that is is safe
to make such a big change and make all commands patched by \pend:def and it's
variants \long. Maybe make a long variants?
