Hmmm. It's not really that exotic.
It's one of the packages loaded with TeXLive and is mentioned
in both of the big books:
Mittlebach & Goossens, The LaTeX Companion pg 274-276
Kopka & Daly, Guide to LaTeX, pg 116, 388

*whew*. I was looking more to find errors, not to fix them.
TeX4ht is very functional and easy to use, but not all that well documented!

Let's see what he says.
The \configure commands, although they are not well publicized, do provide
a very important functionality to TeX4ht that more people should know about.
