Although the thread seems to be closed, I would like to share a <br>
potential solution to a 'Permission Denied' error that I encountered <br>
while installing TeXLive 2023 from an ISO image on Windows 11.<br>

I experienced a similar issue, where running the TeXLive installation as <br>
an administrator still resulted in a 'Permission Denied' error. After <br>
several hours of troubleshooting and researching online, I discovered a <br>
suggestion by Siep Kronenberg from 2015. She noted that overly <br>
restrictive antivirus software could cause this error.<br>

In my case, the culprit was RAV antivirus, which had somehow been <br>
installed on my machine (ironically behaving much like a virus) and was <br>
protecting the TEMP directory. Attempting to resolve the issue by <br>
creating a new directory and changing the TEMP and TMP system <br>
environment variables did not help, as RAV protected the new TEMP <br>
directory just as it did the original one.<br>

Unable to find a way to exclude the TEMP directory from RAV's <br>
protection, I decided to uninstall RAV completely. Following its <br>
removal, the TeXLive installation proceeded without any issues.<br>
