Just tried Siep's suggestion, and the installer reported "Only single-user install possible. For an all-users installation, abort now and re-run as administrator". So I did —

C:\TeX\Live\2021\Pre-test>runas /user:Administrator" install-tl-windows -select-repository"
Enter the password for Administrator:
Attempting to start install-tl-windows -select-repository as user "FUJITSU-CELSIUS\Administrator" ...

C:\TeX\Live\2021\Pre-test>

and the installer again reported :

"Only single-user install possible. For an all-users installation, abort now and re-run as administrator

What am I doing wrong ?
