Regardless of codepage, I do not think that you will be able to do
so. The only version of TeX Live that can be updated is the one for
the current year.<br>

P.S. Attaching a ZIP file containing a single BMP file is not the
best way to communicate a purely textual error message. A simple
"copy-and-paste" should suffice.<br>
