OK, I saved it in C:/Program Files (x86)/GnuWin32/bin/, and then
created "wget.ini" to contain "ca-certificate =
./curl-ca-bundle.crt", which I stored in the same directory. That
did not help, so I amended the latter to read "ca-certificate =
C:/Program Files (x86)/GnuWin32/bin/curl-ca-bundle.crt" and now all
works fine (at least, for the simple test — I have yet to try TLMGR
proper).<br>
