<li>TLMGR is completely dysfunctional (see attached screenshot).  After clicking "OK", it just disappears.  If the screenshot is not visible, it reads

These were apparently caused by running the installer with a target location of C:\TeX\Live\2019 where C:\TeX\Live\2019 was already populated from an earlier installation.  If it is not already the case, it would be useful to update the (pre-test and main)

 installation instructions to point out that an attempt to install to an already populated location may well fail with multiple permission errors.</li></ol>
