<li>"Launcher" is not at all what I had in mind; what I would
like added (ideally by default) to the start menu is simply
the TeX Live 2019 directory, the one to which one can more
laboriously get by Start / All programs / TeX Live 2019.
Having created the shortcut by hand, its properties are :<br>

<li>TLMGR is completely dysfunctional (see attached
screenshot). After clicking "OK", it just disappears. If the
screenshot is not visible, it reads

<li>A plethora of "permission denied"s here :

These were apparently caused by running the installer with a
target location of C:\TeX\Live\2019 where C:\TeX\Live\2019 was
already populated from an earlier installation. If it is not
already the case, it would be useful to update the (pre-test
and main) installation instructions to point out that an
attempt to install to an already populated location may well
fail with multiple permission errors.</li>
