Is this mechanism affected by autobackup, and had, by any chance, the user set it to 0 (so there are no backups)?

I'm asking because years ago, on the Mac, to save space and time (ie the time taken by compression when creating the backups), I had set autobackup to 0 in TeX Live Utility. Karl in an email called it "live dangerously". Given this, and realizing the gain was futile with modern computers, I set autobackup back to its default value 1.

I imagine backup settings are defined in texlive.tlpdb, lines 6-9,

name 00texlive.installation
category TLCore
depend opt_autobackup:1
depend opt_backupdir:tlpkg/backups
