Unexpected huge update. Please confirm it is expected.

Didn't someone mention somewhere that CTAN had updated the structure of the catalogue data. I'm guessing that this just comes from that update given taht texlive pulls the data from CTAN.

The relevant changeset seems to be 76924, that seems not to really touch any file apart from properties of a huge number of catalogue files. Is this the case? What is this change actually about?
