It seems to me that instead of using dummy definitions to allow t1enc.def
itself to be used with plain TeX, there should be a proper analogue
available to support type1 fonts in plain TeX.  I regret that it's beyond
my capabilities to create such but thanks to David for code that, however
ramshackle, has in fact been working for 10 years.
