OK, I think I finally figured out what's happening: tlcontrib is now part of mirrors.ctan.org instead of a single static site, so it's hitting TLU's code path that validates a multiplexor URL (I need to avoid listing from one repo and installing from another, so I check the tlpdb at whatever the multiplexor hands back, and retry a couple times in case it's a stale mirror, then use it for subsequent operations). 

This is a pretty hairy special case that just got more hairy, as my code did not anticipate tlcontrib moving to CTAN. I assume this happened some years ago, so evidently there's not much demand for TLContrib in TLU.
