The TeX Live maintainers decide what goes into TeX Live.
And even with TUG - we don't treat commerical products from TUG any
different than other commercial products.

I don't remember which files you are talking about, but many of our
decisions are based on:
Does this package do anything else but support commercial fonts?
If no -> don't include it.

Please report details. As said, one key factor is whether there is a
non-commercial option available or not.

If anyone can come up with a *simple* and *easy to implement*
"definition", I guess we all would be happy.
