MacTeX Install - Final Data Point

Folks,

News this morning is better. 

But in addition, I may have found part of
the cause. Reading the post-install script very carefully, I came to the
section when the script determines the user's paper size. When
I run the TeX Live install script to create the data in the installer,
I set paper size to "letter". It the script determines that the user's
paper size is actually "a4", then it runs the following command:

   /usr/local/texlive/2025/bin/universal-darwin/tlmgr paper a4

The script has a warning that this rebuilds formats. So most
Europeans actually build the formats twice.

Now I need to check with Karl that the paper command rebuilds
ALL formats. If so, a slight script rewrite will remove the second
call to rebuild formats for those who build them earlier.
