PS: Michael suggested removing the format rebuilds entirely
and then starting TeX Live Utility after installation to automatically
fix things. We use Apple's default install package and this
package allows no customization. So that suggestion
is impossible. 

I wouldn't date do installation some other way.
Long ago when I had a NeXt, I installed software
from a third party and their installer had a flaw.
After the install, I couldn't run Terminal. Try doing
things on a Unix machine without an accessible shell.

On another front, we now understand notarization much
better, and consequently the new TeX Live package had
to make only two changes to TeX Live to notarize.
Both changes were Java apps with precompiled
unsigned libraries. Java apps do not need
to be signed, but actual macOS code needs a developer
signature no matter where it is found.
