Pretest distribution doesn't involve CTAN. There are a few separate
pretest mirrors (more would be welcome).

True even apart from how often mirrors sync: regardless of when the
binaries are rebuilt, I (usually) only regenerate the whole TL
distribution once per day, finishing around 02:30 German time.
