Changed behaviour with \MakeTextUppercase and latex-dev

yes, apparently of the author of textcase wasn't talking to the latex team
and things got out of sync.

However this was reported at
https://github.com/davidcarlisle/dpctex/issues/60
and a new version of textcase went to ctan yesterday so should be appearing
in texlive in the next day or so.
