Very odd pdfTeX output with tl2025

Applying tl2025's pdfTeX to a document I was working on, the output is very different from that obtained with tl2024.

The document is nothing fancy: journal-specific style, packages

amsmath
graphicx
newtxtext
newtxmath
natbib
hyperref

It looks like at the start of every line the text font size is wrong, until there's a switch to math. The spacing of subscripts and superscripts is wildly wrong too.

The problem seems triggered by newtx. If its call is removed, so CM is used, the output is correct.

I probably won't have the opportunity to create a MWE before Friday, hence the present report, in case somebody else experiences the same. The screenshot below describes the issue better than I can. tl2025 left, tl2024 right.
