PDF-1.7 by default

There's also simpdftex, in texmf-dist/scripts/simpdftex, whose line 177 currently reads

distillerprog="ps2pdf -dCompatibilityLevel=1.5"

Doing a directory-wide search in the scripts dir, -dCompatibilityLevel is set otherwise in

cachepic/cachepic.tlu (to 1.4, line 212)
epstopdf/epstopdf.pl (to 1.5, lines 81, 491 and 741)
texlogsieve/texlogsieve (mentions of 1.3, 1.5 and pdfminorversion=7, not sure this needs changing)

I didn't look elsewhere.
