PDF version 1.7 by default?

Hi Boris,
there is no need to buy new equipment and software whenever Adobe
releases a new version of the standard, especially if none of the new
extensions have anything to do with printing.

As far as PDF/A and PDF/X is concerned I suppose that the LaTeX
packages which add the meta data also set the appropriate PDF version
number.

Isn't there already something about it?  A few years ago the default
in TeX Live was changed from 1.4 to 1.5.
