If the current pdfversion is 2.0 setting only the minor value is not

The expl3 command \pdf_version_gset:n{1.5} will set the version for
pdflatex, lualatex and engines using dvipdfmx as backend. It doesn't
work for dvips where one has to use the command line option
-dCompatibilityLevel of ps2pdf..
