scheme-basic provides hyperref but lacks new etoolbox dependency

TeX Live's basic installation scheme includes hyperref via 
collection-latex. hyperref as from version 7.00v (2023-02-07) depends on 
etoolbox, which is only part of collection-latexrecommended, so not 
installed with scheme-basic. As a result, a fresh "basic" installation 
fails to render simple hyperref documents with

     ! LaTeX Error: File `etoolbox.sty' not found.

I guess etoolbox should be moved from collection-latexrecommended to 
collection-latex? (FWIW, 11 years ago, a similar dependency issue came 
up here <https://tug.org/pipermail/tex-live/2014-February/034923.html>.)
