tlmgr cannot install luatexja-fontspec

You need to be more specific here.

".. install TeXLive 2025"

Exactly what do you mean here? Did you manually install upstream TeXLIve 2025? Or did you install via Debian?

If this is upstream, how exactly did you install it?

How exactly are you running tlmgr? (with sudo?, in that case did the upstream programmes actually appear in the PATH when doing sodu?)

It might seem as if you have two LaTeX installations.

As I'm the only user on my system I tend to install upstream TL as myself, so I don't need sudo.

I did a new installation of Debian 12 and proceeded to install TeXLive
2025. I had been runing 2024 until now.

One of the packagees used for a docuement I've been working on was
luatexja-fontspec. With TL 2024 processing the file with that package
did just fine.

  ! LaTeX Error: File `luatexja-fontspec.sty' not found.

When I run $ tlmgr install luatexja-fontspec in order to install it, I
am told that user mode is not initialized. Read the documentatation. I
am not told what documentation this refers to and its location.

I then do $ tlmgr init-usertree and again try to run $ tlmgr install
luatexja-fontspec. I am told that TL is switching to user mode. I am
also told: tlmgr: Local TeX Live (2022) is older than remote
repository (2025). Cross release updates are only supported with
  update-tlmgr-latest(.sh/.exe) --update See

What does it mean to say that a TeXLive 2022 is older than a 2025
remote repository. This sounds illogical. What is meant by remove
repository? My TL is 2525, not 2022.

Would someone kindly tell me where I went wrong (in simple terms,
please).
