Have you installed TL 2024/2025 from TUG via `install-tl.sh`?

And it also told you that you are running on Debian.

You are running the *Debian* packaged version of TeX Live / tlmgr then.

If you have installed TL 2025 from TUG, then tlmgr would NOT switch to
user mode.

Yes, because TL in Debian is old.

Most probably your
	PATH
