a browser can connect, but the svn cli cannot.

and it is the server that closes the connection as the error reports.

the pbx has svn, version 1.10.4 (r1850624)
and the laptop has svn, version 1.14.5 (r1922182)

so the certainly is something svn-specific that is broken.

or is the problem that the op (and i, based on this thread) tried svn
over https rather than using the svn protocol directly?

using svn: instead of https: does work.
