I think it is the most right place. This is integral problem: each package 
author says: this is not my mistake. But integrally nothing works right.

I see big problem here. Big problem for new users. New user, he does not know 
how it should work, how it can be made right. He will try things, and if there 
was no success, he will follow error messages, to fix it.

If error message is misleading or totally unclear, that new user will decide 
"This LaTeX of yous does not work at all" and go back using Microsoft Word, or 
same awful stuff. 
I do not think any of us would like that. We need new users to join.

And Werner is totally right. Any peace of software may ask user to put 
something into font directory. Including fonts that are supported by fontconfig 
but not supported by xdvipdfmx. There is no way to prevent that. We should 
treat that situation correctly.
