texlive 2025 installation blocked at "running package-specific postactions"

It would be reassuring if there were a message 'finished with
package-specific postactions', but there is not.

I can reproduce this with the French localization of the GUI
installer; not with the French text installer and not with the
English or Dutch GUI installer. Very strange...
