TL 2024 cannot be installed on some Windows computers (again²!)

That looks VERY strange, like some terminal encoding messup.

Well, since MiKTeX only/mostly targets Windows.
And much more, we are missing Windows developers. We would be MORE than
happy to have more people working on Windows parts.
