TL 2024 cannot be installed on some Windows computers (again²!)

Hi,

another Windows computer, another nice surpise!

This time, even with McAfee antivirus disabled, running the TL installer:

- with the GUI, (I guess) the MSDOS windows appeared very briefly and
  disappears, and nothing else happens,
- with the CLI interface, here is what happened:

Because this student had to have a working TeX distribution, we
installed MiKTeX and this worked like a charm :$
