Usually antivirus scanners only block downloaded files for a few seconds. It
can of course be longer (especially if several virus scanners are used at the
same time). Maybe the installer could display something like “Waiting for
permission” and then repeat the process until a certain timeout? I know it's
extremely annoying to build in workarounds for something like this. But users
unfortunately have this problem with Windows again and again.
On the other hand, the question of why the installation under Windows takes so
long probably arises again.
Perhaps it would also be enough to display something like: “The anti-virus
software may be blocking the file unjustifiably. See … for more information.”
