[EXT] TL 2024 cannot be installed on some Windows computers (again!)

Maybe I am wrong but it seems to be installed by a normal user into
C:\texlive\2024. If C:\texlive does not exist, a user without
administrative rights cannot create it. Then subfolder 2024 can only
be created if permissions of C:\texlive allow it. Isn't this the
problem?
