New explcheck tools fails on macOS/cygwin (Linux?)

My (Windows) TeX Live 2024 installation neither offers "explcheck" as a 
runnable file nor as a downloadable option after launching "TLShell TeX 
Live Manager" and waiting for it to initialise, then performing a 
"Restart self" and "Restart tlmgr".
