I think that
CTAN/biblio/biber/binaries/Windows/biber-MSWIN64.zip 2022-06-22 22:20
is version 2.18, while
CTAN/biblio/biber/binaries/Windows/biber-MSWIN32.zip 2022-06-22 22:20
is version 2.17.

So the original biber-MSWIN32.zip will be a mistake.
