install-tl change of behavior for setting TEXMFHOME ?

How was the docker image created? Dockerfile, or at least the install-tl
invocation and set environmental variables, please.

This is a huge bunch of output ;-)

We need to see the invocation of install-tl and set env vars to be able
to reproduce it.
Aim was that nothing *should* break by our changes, and our tests didn't
show incorrect behaviours.
