Fuzzing Identified Segfault in detex

Hello,

I have been fuzzing some tex-live binaries and found a test case that reliably causes a segfault when passed to `detex.`  The crash is present in the latest version available here (https://github.com/TeX-Live/texlive-source, git-svn-id: svn://tug.org/texlive/trunk/Build/source@63492 c570f23f-e606-0410-a88d-b1316a301751)

What is the preferred method for reporting such an issue and providing the crashing test case?
