Enhancement request: please add `locale` to list of allowed \write18 binaries

Ignoring the LaTeX wrapper, David, this returns nothing useful for me 
from Windows using CMD :

> D:\>kpsewhich -expand-var $LC_CTYPE
> $LC_CTYPE
whilst replacing "LC_TYPE" with "home" returns something meaningful :

> D:\>kpsewhich -expand-var $home
> D:/Users/Philip Taylor
