That's very odd, in two respects:

- The actual path should be /usr/local/texlive/<year>/bin/<arch>/biber.

- The year in question should be 2021, and the arch (for 2021) universal-darwin.

MacTeX-2021 or -2020 do not create a /usr/local/texlive/bin/x86_64-darwin: the former creates /usr/local/texlive/2021/bin/universal-darwin, and the latter (AFAIR) /usr/local/texlive/2020/bin/x86_64-darwin. You must have installed differently. Did you install via install-tl?

Or maybe the above is a typo, the year is indeed in the path, and the problem is that you have both TL2021 and TL2020 (say) installed, and for some reason your setup mistakenly uses the binaries from 2020.

What does

	% ls -l /Library/TeX/Distributions/.DefaultTeX/Contents  

give? Here with MacTeX-2021 I get

	% ls -l /Library/TeX/Distributions/.DefaultTeX/Contents                
	lrwxr-xr-x  1 root  wheel  32 Jan 28 20:15 /Library/TeX/Distributions/.DefaultTeX/Contents -> ../TeXLive-2021.texdist/Contents

Notice the "-2021" in the target.

The actual /usr/local/texbin/ in PATH is, for historical reasons mostly, a complicated chain of relative symlinks, pointing to /usr/local/texlive/<year>/bin/<arch>/ eventually.

Possible remedies are:

- Launch the TeX Live Utility app, and use the menu item Configure > Change Default TeX Live Version.

- Download

	https://tug.org/mactex/TeXDist-2021.pkg

and install it.

Hopefully that should fix things.
