tlmgr --self

Hi,

every now and then when I just type
        tlmgr update --all
instead of
        tlmgr update --all --self
I get the standard whinage
        tlmgr itself needs to be updated.

Q: why is --self not the default?  Are there any/many situations where
you would not want the self-update to happen?
