As Zdenek said, it is most probably file remainders that are hurting
you.

Can you reproduce the problem with first doing
	rm -rf /mnt/data/texlive/2021
and THEN installing TeX Live?

Other options that come to my mind are some kind of higher level access
protection (AppArmor etc).
