    WISH=C:\TeX\Live\2021\Pre-test\tlpkg\tltcl\bin\wish.exe

As the path contains "Pre-test", I can only assume that this variable was created by the installer itself — why, then, does it report this rather than simply ignore it as a known side-effect ?
