circular dependency when building LaTeX?

At the moment I don’t feel familiar enough with the Tex Live and LaTeX 
build processes and distribution practices to be able to make sensible 
suggestions. The issues I’m running into may well be that I’m not using 
best practices around packaging TeX Live in an OS distro.

Thanks to the help I’m receiving on this mailing list, I’ve been making 
progress though!
