Hi Pascal,

you are running TeX Live as shipped by Debian, and the tlmgr there is
using "user mode".

> $ tlmgr init-usertree
> (running on Debian, switching to user mode!)
> Cannot determine type of tlpdb from /home/pl/texmf!

Please try 
	mkdir /home/pl/texmf/web2c
and then agian
	tlmgr init-usertree

> $ tlmgr update --list
> (running on Debian, switching to user mode!)

Cannot work if you don't have user mode correctly set up.

> /usr/bin/tlmgr: Initialization failed (in setup_unix_one):
> /usr/bin/tlmgr: could not find a usable xzdec.

You need xzdec installed, it is in the Debian packages
	xzdec

Nothing in this report is relevant for TeX Live itself, it is purely a
Debian problem.
