Bug : xindy.x86_64-linuxmusl is missing

Hello,

As explained here (https://github.com/xu-cheng/latex-action/issues/32), we find out that TeXLive does not offer xindy binaries for Linux musl environment (the missing package is thus xindy.x86_64-linuxmusl).

Can you fix it ?
